Refractory Ceramic Fiber; Proposed Significant New Use of a
Chemical Substance; Reopening of Comment Period
AGENCY: Environmental Protection Agency (EPA).
ACTION: Proposed rule; reopening of comment period.

SUMMARY: EPA is reopening the comment period for a proposed significant
new use rule (SNUR) under section 5(a)(2) of the Toxic Substances
Control Act to require persons to notify EPA at least 90 days before
commencing the manufacture, import, or processing of refractory ceramic
fiber (RCF) in any new product for or any new application of an
existing product form. The proposed rule was published in the Federal
Register on March 21, 1994.
DATES: Written comments must be received by EPA by June 3, 1994.Q02

St., SW., Washington, DC 20460, Attention Docket No. 50604. Comments
that contain information claimed as confidential must be clearly marked
``Confidential Business Information'' (CBI). If CBI is claimed, three
sanitized copies of any comments containing information claimed as CBI
must also be submitted. Any party submitting comments claimed to be
confidential must prepare and submit a nonconfidential version of the
comments that EPA can place in the public file. Any comments marked as
CBI will be treated in accordance with the procedures in 40 CFR part 2.
Nonconfidential versions of comments on the proposed rule will be
placed in the rulemaking record and will be available for public
inspection. Comments not claimed as confidential at the time of
submission will be placed in the public file.

SUPPLEMENTARY INFORMATION: In the Federal Register of March 21, 1994
(59 FR 13294), EPA proposed a significant new use rule (SNUR) under
section 5(a)(2) of the Toxic Substances Control Act to require persons
to notify EPA at least 90 days before commencing the manufacture,
import, or processing of refractory ceramic fiber (RCF) in any new
product form not listed, or any new application of an existing product
form not listed in the proposed rule. Written comments on the proposed
rule were to be received on or before April 20, 1994. EPA received a
request from a trade association seeking a 30-day extension of the
public comment period because of additional time needed to provide EPA
with information on uses not listed in the proposal. EPA believes that
providing an additional 30-day period to prepare written comments is
reasonable. EPA is therefore reopening the comment period 30 days in
order to give all interested persons the opportunity to comment fully.
