    Carbon Steel Wire Rope From Mexico: Initiation of New Shipper 
    Antidumping Duty Review
    
    AGENCY: Import Administration, International Trade Administration, 
    Department of Commerce.
    
    ACTION: Notice of Initiation of New Shipper Antidumping Duty Review.

    SUMMARY: The Department of Commerce (the Department) received a request 
    from Cablesa, S.A. de C.V. (``Cablesa'') to conduct a new shipper 
    review of the antidumping duty order on carbon steel wire rope from 
    Mexico. In accordance with section 351.214 of the Department's 
    regulations, we are initiating this review.

    SUPPLEMENTARY INFORMATION:
    
    The Applicable Statute and Regulations
    
        Unless otherwise indicated, all citations to the statute are 
    references to the provisions effective January 1, 1995, the effective 
    date of the amendments made to the Tariff Act of 1930 (the Act) by the 
    Uruguay Round Agreements Act. In addition, unless otherwise indicated, 
    all citations to the Department's regulations are to the current 
    regulations codified at 19 CFR Part 351 (1998).
    
    Background
    
        On March 31, 1999, the Department received a timely request, in 
    accordance with section 751(a)(2)(B) of the Act, and section 351.214(c) 
    of the Department's regulations, for a new shipper review of the 
    antidumping duty order on carbon steel wire rope from Mexico, issued on 
    March 25, 1993 (58 FR 16173).
    
    Initiation of Review
    
        In its March 31, 1999, request for review, Cablesa, as required by 
    19 CFR 351.214(b)(2)(i) and (iii)(A), certified that it did not export 
    the subject merchandise to the United States during the period of 
    investigation (POI) (November 1, 1991 to April 30, 1992), and that 
    since the investigation was initiated on May 5, 1992 (57 FR 19280), it 
    has not been affiliated with any company which exported subject 
    merchandise to the United States during the POI. Pursuant to the 
    Department's regulations at 19 CFR 351.214(b)(2)(iv), Cablesa submitted 
    documentation establishing the date on which the subject merchandise 
    was first entered for consumption into the United States, the volume of 
    that shipment, and the purchasing and invoicing dates of its first sale 
    to an unaffiliated customer in the United States.
        Therefore, because Cablesa has complied with sections 351.214(b) 
    and (c) of our regulations, we are initiating a new shipper review of 
    the antidumping duty order on carbon steel wire rope from Mexico. In 
    accordance with 19 CFR 351.214(h)(1), we intend to issue preliminary 
    results of this review no later than 180 days after this initiation.
        Section 351.214(g)(1)(i)(A) states that when a new shipper review 
    is initiated during the month immediately following the anniversary 
    month of the underlying order, the period of review shall be the 
    twelve-month period immediately preceding the anniversary month. 
    Therefore, the period of review

    for this new shipper review of Cablesa is March 1, 1998 to February 28, 
    1999.
        Concurrent with publication of this notice and in accordance with 
    19 CFR 351.214(e), we will instruct the United States Customs Service 
    to allow, at the option of the importer, the posting of a bond or 
    security in lieu of a cash deposit for each entry of the merchandise 
    exported by Cablesa, until the completion of this review.
        Interested parties desiring disclosure under administrative 
    protective order must submit applications in accordance with 19 CFR 
    351.305 and 351.306.
        This initiation and notice are in accordance with section 751(a) of 
    the Act (19 U.S.C. 1675(a)) and 19 CFR 351.221.
