    AGENCY: National Park Service Interior.
    
    ACTION: Notice of availability of Draft General Management Plan/Draft 
    Environmental Impact Statement.

    SUMMARY: Pursuant to Council on Environmental Quality regulations and 
    National Park Service policy, this notice announces the availability 
    for public review of a Draft General Management Plan/Draft 
    Environmental Impact Statement for Marsh-Billings National Historical 
    Park, Windsor County, Vermont. In accordance with the National 
    Environmental Policy Act 102(2)(C) of 1969, the environmental impact 
    statement was prepared to assess the impacts of implementing the 
    general management plan.

        The Draft General Management Plan/Draft Environmental Impact 
    Statement presents a Proposal and a Management Alternative, then 
    assesses the potential environmental and socioeconomic effects of the 
    actions presented on site resources, visitor experience, and the 
    surrounding area. The Proposal and the Alternative differ in their 
    approaches to management. The Proposal calls for a strong partnership 
    between the Woodstock Foundation, Inc. (which operates Billings Farm & 
    Museum, located on private property within the park boundary), and the 
    National Park Service to manage the park. The Alternative describes how 
    the park could operate if these two organizations worked independently.
    
    DATES: The formal public review period is to start on or about May 8, 
    1998, for 60 days (watch for Environmental Protection Agency Federal 
    Register Notice on May 8). Two public forums will be held during the 
    month of May. The dates, times, and location of the two public forums 
    will be advertised in local media outlets.
