Census Advisory Committees of the African American Population,
American Indian and Alaska Native Populations, Asian and Pacific
Islander Populations, and Hispanic Population; Notice of Renewal
In accordance with the provisions of the Federal Advisory Committee
Act, 5 U.S.C. App. 2, and after consultation with the General Services
Administration, the Secretary of Commerce has determined that the
renewal of the Census Advisory Committees of the African American
Population, American Indian and Alaska Native Populations, Asian and
Pacific Islander Populations, and Hispanic Population is in the public
interest in connection with the performance of duties imposed on the
Department by law.
These committees primarily will provide an organized and continuing
channel of communication to the Bureau of the Census on its efforts to
reduce the differentials in the counts of these populations during the
2000 census and to identify ways the resulting census data can be
disseminated with maximum usefulness to these populations and other
users.
The committees will draw on past experience with the 1990 census
process and procedures, results of evaluations and research studies,
and the expertise and insight of its members to provide advice and
recommendations during the research and development phase of various
topics, and provide advice and recommendations during the design,
planning, and implementation phases of the 2000 census. During the
research and development phase, these committees will provide advice on
topics such as special methods for enumerating their populations and
the race and ethnicity questions.
These committees will function solely as an advisory body and will
comply fully with the provisions of the Federal Advisory Committee Act.
Each committee shall consist of nine members to be appointed by and
serve at the discretion of the Secretary of Commerce.
The committees shall report to the Director, Bureau of the Census.
The Designated Federal Official for the Advisory Committees shall be
the Associate Director for Decennial Census at the Bureau of the
Census.
The Department of Commerce will file copies of the committees'
renewal charters with appropriate committees in Congress.
