Northeast Nuclear Energy Company, et al. Millstone Nuclear Power
Station, Unit No. 3; Notice of Withdrawal of Application for Amendment
to Facility Operating License
The U.S. Nuclear Regulatory Commission (the Commission) has granted
the request of Northeast Nuclear Energy Company (the licensee) to
withdraw its July 26, 1995, application, as supplemented by letter
dated July 17, 1996, for proposed amendment to Facility Operating
License No. NPF-49 for the Millstone Nuclear Power Station, Unit No. 3,
located in New London County, Connecticut.
The proposed amendment would have revised the facility technical
specifications pertaining to the protective functions instrumentation
surveillance interval, extending the interval from the current 18-month
to a 24-month fuel cycle, and would have revised the Reactor Trip
System (RTS) and Engineered Safety Features Actuation System (ESFAS)
instrumentation trip setpoints tables from the existing five columns to
a single column format that lists only nominal trip setpoints. Revision
to the RTS and ESFAS instrumentation trip setpoints tables were
subsequently resubmitted under a separate amendment request dated
October 15, 1997, as supplemented January 23 and April 8, 1998, and
approved in amendment number 159, issued on May 26, 1998.
The Commission had previously issued a Notice of Consideration of
Issuance of Amendment published in the Federal Register on November 27,
1995 (60 FR 58402). However, by letter dated April 22, 1999, the
licensee withdrew the proposed change.

application for amendment dated July 26, 1995, as supplemented by
letter dated July 17, 1996, and the licensee's letter dated April 22,
1999, which withdrew the application for license amendment. The above
documents are available for public inspection at the Commission's
