The U.S. Nuclear Regulatory Commission (Commission) has issued
Amendment No. 145 to Facility Operating License No. NPF-21 issued to

the Nuclear Project No. 2, located in Benton County, Washington.
The amendment is effective as of the date of issuance.
The amendment revised the technical specifications to reflect the
replacement of the existing reactor recirculation (RRC) flow control

proposed technical specification changes will reflect replacement of
the existing analog-hydraulic flow control system with dual channel,
variable frequency ASDs and a digital recirculation flow control system
that would vary RRC flow by varying RRC pump speed.
The application for the amendment complies with the standards and
requirements of the Atomic Energy Act of 1954, as amended (the Act),
and the Commission's rules and regulations. The Commission has made
