Borg Warner Automotive Muncie, Indiana; Notice of Revised
    Determination on Reconsideration

By application dated February 4, 1997, the company and the UAW
Local 287 requested administrative reconsideration of the Department's
negative determination regarding worker eligibility to apply for trade
adjustment assistance. The denial notice applicable to workers of the
subject firm in Muncie, Indiana, was signed on January 22, 1997 and
published in the Federal Register on February 13, 1997 (62 FR 6803).
A late response to the customer survey conducted by the Department

    [[Page 32379]]

revealed that a customer of the subject firm increased import purchases
of rear wheel drive manual transmissions while purchases from the
    subject firm remained constant.

    Conclusion

After careful consideration of the new facts obtained on reopening,
it is concluded that increased imports of articles like or directly
competitive with rear drive manual transmissions produced by the
subject firm contributed importantly to the decline in sales and to the
total or partial separation of workers of the subject firm. In
accordance with the provisions of the Trade Act of 1974, I make the
    following revised determination:

All workers of Borg Warner Automotive, Muncie, Indiana who
became totally or partially separated from employment on or after
November 11, 1995, are eligible to apply for adjustment assistance
under Section 223 of the Trade Act of 1974.

Signed at Washington, D.C. this 23rd day of May 1997.
    Russell T. Kile,
Program Manager, Policy and Reemployment Services, Office of Trade
    Adjustment Assistance.
