Proposed Collection; Comment Request
AGENCY: Deputy Chief of Staff for Personnel (DAPE-ZXI-RM), DoD.
ACTION: Notice.

In compliance with Section 3506(c)(2)(A) of the Paperwork Reduction
Act of 1995, the Department of the Army announces a proposed public
information collection and seeks public comment on the provisions
thereof. Comments are invited on: (a) Whether the proposed collection
of information is necessary for the proper performance of the functions
of the agency, including whether the information shall have practical
utility; (b) the accuracy of the agency's estimate of the burden of the
proposed information collection; (c) ways to enhance the quality,
utility, and clarity of the information to be collected; and (d) ways
to minimize the burden of the information collection on respondents,
including through the use of automated collection techniques or other
forms of information technology.
DATES: Consideration will be given to all comments received by August
13, 1999.

information collection should be sent to the United States Army Cadet

Title, Associated Form, and OMB Number: Army ROTC 4-Year
Scholarship Application; ROTC Cadet Command Form 114; OMB Number 0702-
0073.
Needs and Uses: The ROTC scholarship provides the Army with highly
qualified men and women who desire to pursue a commission in the U.S.
Army. The application and information provides the basis for the
scholarship award. An Army ROTC scholarship is the major incentive for
attracting and retaining outstanding students into Army ROTC.
Affected Public: Individuals or Households.
Annual Burden Hours: 5,625.
Number of Respondents: 7,500.
Responses Per Respondent: 1.
Average Burden Per Response: 45 minutes.
Frequency: Annually.
SUPPLEMENTARY INFORMATION: The Army ROTC Programs produces over 80
percent of the newly commissioned officers for the U.S. Army. The
education, physical and academic potential of a ROTC are critical
factors in his or her overall evaluation. There approximately 7,500
applicants who apply annually for the 4-Year ROTC scholarship program.
Approximately 750 applicants are awarded a 4-Year scholarship annually.
