    AGENCY: Environmental Protection Agency.
    
    ACTION: Notice of deletion of the Southern Shipbuilding Corporation 
    Superfund site from the National Priorities List.

    SUMMARY: The Environmental Protection Agency (EPA) Region 6 announces 
    the deletion of the Southern Shipbuilding Corporation Superfund Site 
    (the ``Site'') from the National Priorities List (NPL). The NPL, 
    promulgated pursuant to section 105 of the Comprehensive Environmental 
    Response, Compensation, and Liability Act (CERCLA) of 1980, as amended, 
    is codified at Appendix B to the National Oil and Hazardous Substances 
    Pollution Contingency Plan (NCP), 40 CFR Part 300. EPA in consultation 
    with the State of Louisiana, through the Louisiana Department of 
    Environmental Quality (LDEQ), has determined that no further response 
    is appropriate since all federally funded actions specified in the 
    Record of Decision for Operable Units One (1) and Two (2) have been 
    implemented. Consequently, the Site is hereby deleted from the NPL.
    
    EFFECTIVE DATE: June 16, 1998.

    SUPPLEMENTARY INFORMATION: The site to be deleted from the NPL is the 
    Southern Shipbuilding Corporation Superfund Site, Slidell, St. Tammany 
    Parish, Louisiana (EPA Site Spill No. 066Z; CERCLIS No. LAD008149015). 
    A Notice of Intent to Delete (NOID) was published on March 31, 1998 (63 
    FR 15346). The closing date for public comment on the NOID was April 
    30, 1998. EPA received no public comments and therefore, no 
    Responsiveness Summary was prepared.
        The EPA identifies sites which appear to present a significant risk 
    to public health, welfare, or the environment and

    it maintains the NPL as the list of those sites. As described in 40 CFR 
    300.425(e)(3) of the NCP, sites deleted from the NPL remain eligible 
    for remedial actions in the unlikely event that conditions at the site 
    warrant such action. Deletion of the site from the NPL does not affect 
    responsible party liability or impede EPA efforts to recover costs 
    associated with response efforts.
        The Congressional Review Act, 5 U.S.C. 801 et seq., as added by the 
    Small Business Regulatory Enforcement Fairness Act of 1996, does not 
    apply because this action is not a rule, as that term is defined in 5 
    U.S.C. 804(3).
