Removal of CFR Chapter
AGENCY: United States Travel and Tourism Administration, Commerce.
ACTION: Final rule.

SUMMARY: The Omnibus Consolidated Rescissions and Appropriations Act of
1996 did not include funding for the U.S. Travel and Tourism
Administration. Some functions that are directly linked to tourism and
trade are being established in the International Trade Administration,
and no further funding is required. Therefore, the United States Travel
and Tourism regulations regarding the issuance of grants to promote
travel to States or their political subdivisions by foreign residents
are being removed from the Code of Federal Regulations.

SUPPLEMENTARY INFORMATION: In March 1995, President Clinton issued a
directive to Federal agencies regarding their responsibilities under
his Regulatory Reform Initiative. This initiative is part of the
National Performance Review and calls for immediate, comprehensive
regulatory reform. The President directed all agencies to undertake, as
part of this initiative, an exhaustive review of all their
regulations--with an emphasis on eliminating or modifying those that
are obsolete or otherwise in need of reform. The Omnibus Consolidated
Rescissions and Appropriations Act of 1996 (Public Law 104-134) did not
include funding for the United States Travel and Tourism
Administration. On April 27, 1996, the United States Travel and Tourism
Administration ceased to exist. Therefore, the regulations regarding
the issuance of grants to promote travel to States or their political
subdivisions by foreign residents are being removed because the program
is no longer funded.
Miscellaneous Rulemaking Requirements
1. It has been determined that this rulemaking action is not
significant for purposes of Executive Order 12866.
2. This rulemaking is exempt from all procedural requirements of
section 553 of the Administrative Procedure Act, 5 U.S.C. 553.

CHAPTER XII--[REMOVED]
Accordingly, under authority of 5 U.S.C. 301, 15 CFR is amended by
removing part 1200 and vacating Chapter XII.
