AGENCY: Office of the Comptroller of the Currency, Treasury.
ACTION: Submission for OMB review; comment request.

SUMMARY: In accordance with the requirements of the Paperwork Reduction
Act of 1995 (44 U.S.C. Chapter 35), the Office of the Comptroller of
the Currency (OCC) hereby gives notice that it has sent to the Office
of Management and Budget

(OMB) for review an information collection titled Leasing (12 CFR part
23).
DATES: Comments regarding this information collection are welcome and
should be submitted to the OMB Reviewer and the OCC. Comments are due
on or before July 2, 1997.

SUPPLEMENTARY INFORMATION:

Form Number: Not applicable.
Type of Review: Renewal of OMB approval.
Title: Leasing (12 CFR 23).
Description: This submission covers a renewal without change of the
information collections currently contained in 12 CFR Part 23. The
collection of information requirements are found in 12 CFR 23.4(c) and
12 CFR 23.5. Section 23.4(c) requires national banks to provide certain
information if they request OCC approval to extend the holding period
for off-lease property. The OCC uses this information to evaluate these
requests under applicable law and regulations and principles of bank
safety and soundness. Section 23.5 requires that, if a national bank
enters into both CEBA (12 U.S.C. 24 (Tenth)) leases and 12 U.S.C. 24
(Seventh) leases, the bank's records must distinguish between CEBA
leases and 12 U.S.C. 24 (Seventh) leases. Banks and the OCC use this
information to determine compliance with the laws and regulations that
impose certain limits on leasing activities.

described in this notice are necessary for the proper performance of
the OCC's functions, including whether the information has practical
utility; (b) the accuracy of the OCC's estimate of the burden of the
information collection; (c) ways to enhance the quality, utility, and
clarity of the information; (d) ways to minimize the burden of the
information collection on respondents, including through the use of
automated collection techniques or other forms of information
technology; and (e) estimates of capital or startup costs and costs of
operation, maintenance, and purchase of services to provide the
information.
