Budget Rescissions and Deferrals

    To the Congress of the United States:
    In accordance with the Congressional Budget and Impoundment Control 
Act of 1974, I herewith report two revised deferrals of budget 
authority, now totaling $555.2 million.
    The deferrals affect the Department of Agriculture. The details of 
the two revised deferrals are contained in the attached report.
