Committee for the Implementation of Textile Agreements
    June 18, 1996.

    Commissioner of Customs,
Department of the Treasury, Washington, DC 20229.

Dear Commissioner: This directive amends, but does not cancel,
the directive issued to you on November 29, 1995, by the Chairman of
CITA. That directive concerns imports of certain cotton and man-made
fiber textile products, produced or manufactured in Nepal and
exported during the twelve-month period which began on January 1,
    1996 and extends through December 31, 1996.
Effective on June 19, 1996, you are directed to adjust the
limits for the following categories, as provided for in the current
agreement between the Governments of the United States and the
    Kingdom of Nepal:

    ------------------------------------------------------------------------
                     Category Twelve-month limit \1\
    ------------------------------------------------------------------------
    336/636................................... 218,569 dozen.
    340....................................... 361,280 dozen.
    341....................................... 901,769 dozen.
    640....................................... 91,312 dozen.
    ------------------------------------------------------------------------
\1\ The limits have not been adjusted to account for any imports
      exported after December 31, 1995.

The Committee for the Implementation of Textile Agreements has
determined that these actions fall within the foreign affairs
exception to the rulemaking provisions of 5 U.S.C. 553(a)(1).
        Sincerely,
    Troy H. Cribb,
Chairman, Committee for the Implementation of Textile Agreements.
