    SUMMARY: The EPA would like to obtain stakeholder and public comments 
    on the Draft Implementation Guidance for the Interim Enhanced Surface 
    Water Treatment Rule (IESWTR) and the Stage 1 Disinfectants and 
    Disinfection Byproducts Rule (Stage 1 DBPR). Comments will be 
    considered in developing the final version. EPA encourages the full 
    participation of all stakeholders and the public throughout this 
    process.
        The Draft IESWTR and Stage 1 DBPR Implementation Guidance is a

    comprehensive reference to assist with Regional and State 
    implementation of the rules. The draft guidance has been developed 
    based on input from an Environmental Protection Agency (EPA) 
    Headquarters and Regional staff workgroup, several State-EPA training 
    meetings, and State review of a previous version of the guidance. Along 
    with summaries of each rule, the document contains guidance for 
    preparing State primacy revision applications, and a thorough list of 
    questions and answers compiled during Regional and State training 
    meetings. The implementation guidance covers special primacy 
    requirements for States, information on compliance determinations, Safe 
    Drinking Water Information System (SDWIS) reporting and definitions for 
    significant non-compliance.
    
    DATES: Comments must be submitted on or before July 23, 1999.
