The Cleveland Electric Illuminating Company, et al.; Perry
Nuclear Power Plant, Unit No. 1, Environmental Assessment and Finding
of No Significant Impact
The U.S. Nuclear Regulatory Commission (the Commission) is
considering approval of the transfer of Facility Operating License No.
NPF-58, issued to The Cleveland Electric Illuminating Company, et al.,
the licensees, for operation of the Perry Nuclear Power Plant, Unit No.
1, located in Lake County, Ohio.
Environmental Assessment
Identification of the Proposed Action
The proposed action would consent to the transfer of the license
with respect to Ohio Edison Company's (Ohio Edison) 12.58-percent
ownership interest in the ``common facilities'' of the Perry plant to
its wholly owned subsidiary, OES Nuclear, Inc. (OES).
The proposed action is in accordance with Ohio Edison's request for
approval dated December 29, 1995.
The Need for the Proposed Action
The proposed action is required to obtain the necessary consent to
the transfer of the license discussed above. The underlying transaction
is needed to allow Ohio Edison to reduce its current operating costs.
Environmental Impacts of the Proposed Action
The Commission has reviewed the proposed action and concludes that
there will be no changes to the facility or its operation as a result
of the proposed action. Accordingly, the NRC staff concludes that there
are no significant radiological environmental impacts associated with
the proposed action.
With regard to potential nonradiological impacts, the proposed
action does not affect nonradiological plant effluents and has no other
environmental impact. Accordingly, the NRC staff concludes that there
are no significant nonradiological environmental impacts associated
with the proposed action.
Alternatives to the Proposed Action
As an alternative to the proposed action, the staff considered
denial of the proposed action. Denial of the application would result
in no change in current environmental impacts. The environmental
impacts of the proposed action and the alternative action are similar.
Alternative Use of Resources
This action does not involve the use of any resources not
previously considered in the Final Environmental Statement for the
Perry Nuclear Power Plant, Units 1 and 2, documented in NUREG-0884.
Agencies and Persons Consulted
In accordance with its stated policy, on June 5, 1996, the staff
consulted with the Ohio State official, C. O'Clare of the Ohio
Emergency Management Agency, regarding the environmental impact of the
proposed action. The State official had no comments.
Finding of No Significant Impact
Based upon the environmental assessment, the Commission concludes
that the proposed action will not have a significant effect on the
quality of the human environment. Accordingly, the Commission has
determined not to prepare an environmental impact statement for the
proposed action.

and Trowbridge, dated December 29, 1995, which is available for public

Perry, Ohio 44081.
