    Notice of Intent To Grant Exclusive License
    
    AGENCY: Agricultural Research Service, USDA.
    
    ACTION: Notice of intent.

    SUMMARY: Notice is hereby given that the U.S. Department of 
    Agriculture, Agricultural Research Service, intends to limit the number 
    of licenses granted for U.S. Patent Nos. 4,871,615 (S.N. 06/818,567), 
    4,851,291 (S.N. 07/055,476) and 4,908,238 (S.N. 07/371,779), all 
    entitled, ``Temperature Adaptable Textile Fibers and Method of 
    Preparing Same,'' to the two licenses previously granted to Wisconsin 
    Global Technologies, Ltd. of Black River Falls, Wisconsin and to 
    Bayshore Absorbent Products, Inc. of New York, New York. The 
    Agricultural Research Service intends to grant no additional licenses 
    for these patents. Notice of Availability for Serial Nos. 06/818,567 
    and 07/055,476 was published in the Federal Register on July 18, 1990. 
    Serial No. 07/371,779 is a division of Serial No. 07/055,476.
    
    DATES: Comments must be received on or before August 24, 1999.

    SUPPLEMENTARY INFORMATION: The Federal Government's patent rights to 
    this invention are assigned to the United States of America, as 
    represented by the Secretary of Agriculture. It is in the public 
    interest to so license this invention as Wisconsin Global Technologies, 
    Ltd. and Bayshore Absorbent Products, Inc. have each submitted complete 
    and sufficient applications for a license. The prospective co-exclusive 
    licenses will be royalty-bearing and will comply with the terms and 
    conditions of 35 U.S.C. 209 and 37 CFR 404.7. The prospective co-
    exclusive licenses may be granted unless, within sixty (60) days from 
    the date of this published Notice, the Agricultural Research Service 
    receives written evidence and argument which establishes that the grant 
    of the license would not be consistent with the requirements of 35 
    U.S.C. 209 and 37 CFR 404.7.
