Quarterly Rail Cost Adjustment Factor

AGENCY: Interstate Commerce Commission.

ACTION: Approval of rail cost adjustment factor and decision.

SUMMARY: The Commission has approved a third quarter 1995 rail cost 
adjustment factor (RCAF) and cost index filed by the Association of 
American Railroads. The third quarter RCAF (Unadjusted) is 1.080. The 
third quarter RCAF (Adjusted) is 0.816, a decrease of 0.5% from the 
second quarter 1995 RCAF (Adjusted). Maximum third quarter 1995 RCAF 
rate levels may not exceed 99.5% of maximum second quarter 1995 rate 
levels.

EFFECTIVE DATE: July 1, 1995.

    This action will not significantly affect either the quality of the
