documents (original and eight copies) should be filed with: David P.
Boergers, Secretary, Federal Energy Regulatory Commission, 888 First
Street, NE, Washington, DC 20426.
k. Description of Application: On June 17, 1999, the Commission
approved an emergency 45-day variance (which will expire on August 1,
1999) to reduce the minimum flow requirements of article 29 from 650
cubic feet per second (cfs) to 400 cfs during the drought conditions
occurring at the Smith Mountain Project. The licensee continues to
consult with the various resource agencies and stakeholders upstream
and downstream of the project. The current situation is similar to that
which existed last year for the project whereby the Commission granted
a 45-day emergency variance to article 29 and a subsequent 45-day
extension after a public notice. In anticipation of no immediate relief
to the low inflow situation at the Smith Mountain Project again this
year and the distinct possibility that relief will not be forthcoming
by August 1, 1999, the licensee is requesting to continue the temporary
variance to license article 29 through September 30, 1999.
