    Notice Pursuant to the National Cooperative Research and 
    Production Act of 1993; Cullen Engineering Research Foundation
    
        Notice is hereby given that on March 20, 1995, pursuant to Section 
    6(a) of the National Cooperative Research and Production Act of 1993, 
    15 U.S.C. 4301 et seq. (``the Act''), the participants in the Cullen 
    Engineering Research Foundation (the ``Foundation'') filed written 
    notifications simultaneously with the Attorney General and with the 
    Federal Trade Commission disclosing (1) the identities of the parties 
    to the

    Foundation and (2) the nature and objectives of the project. The 
    notifications were filed for the purpose of invoking the Act's 
    provisions limiting the recovery of antitrust plaintiffs to actual 
    damages under specified circumstances. Pursuant to Section 6(b) of the 
    Act, the identities of the parties and the general area of planned 
    activity are: Amoco Production Company, Houston, TX; Conoco, Inc., 
    Ponca City, OK; Shell Development Co., Bellaire, TX; Brunswick 
    Composites, Lincoln, NE; Hydril Co., Houston, TX; Amoco Performance 
    Products, Inc., Alpharetta, GA; Hercules, Inc., Wilmington, DE; Brown 
    and Root U.S.A., Inc., Houston, TX; Stress Engineering Services, Inc., 
    Houston, TX; The Composites Engineering and Applications Center for 
    Petroleum Exploration and Production of the University of Houston, 
    Houston, TX; and the Cullen Engineering Research Foundation, Houston, 
    TX.
        The purpose of this collaboration is to develop technologies and to 
    qualify the use of composite materials for high-performance Tension Leg 
    Platform (``TLP'') production risers.
