    Active Duty Service Determinations for Civilian or Contractual 
    Groups
    
        On April 1, 1999, the Secretary of the Air Force, as the Executive 
    Agent for the Secretary of Defense for the administration of Public Law 
    95-202, determined that the service of the group known as ``Vietnamese 
    Citizens Who Served in Vietnam as Commandos Under Contract With the 
    United States Armed Forces'' during the period January 1, 1961 to 
    December 31, 1970, also known as The Lost Army Commandos, shall not be 
    considered ``active duty'' under the provisions of Public Law 95-202 
    for the purposes of all laws administered by the Department of Veterans 
    Affairs (VA).
