SUMMARY:
On February 12, 2021, the Media Bureau, Video Division (Bureau) issued a Notice of Proposed Rulemaking in response to a petition for rulemaking filed by KUTV Licensee, LLC (Licensee), the licensee of KMYU, channel 9 (MyNetwork/CBS), St. George, Utah, requesting the substitution of channel 21 for channel 9 at St. George in the DTV Table of Allotments. For the reasons set forth in the Report and Order referenced below, the Bureau amends FCC regulations to substitute channel 21 for channel 9 at St. George.

The proposed rule was published at 86 FR 16313 on March 29, 2021. The Licensee filed comments in support of the petition reaffirming its commitment to apply for channel 21. No other comments were filed. In support, the Licensee asserts that KMYU, as a VHF channel station, has a long history of dealing with severe reception problems, and that substitution of channel 21 for channel 9 will result in enhanced signal levels to a large percentage of the population within KMYU's service area, without any predicted loss of coverage and with a predicted increase of more than 8,000 persons in the KMYU service area.
