    Notice of request for public comment and submission to OMB of proposed collection of information.

    SUMMARY:

    The Department of State has submitted the information collection described below to the Office of Management and Budget (OMB) for approval. In accordance with the Paperwork Reduction Act of 1995 we are requesting comments on this collection from all interested individuals and organizations. The purpose of this Notice is to allow 30 days for public comment.

    • Respondents: Individuals who were harmed as a result of deportation from France during the Holocaust by SNCF, the French national rail carrier.
    • Estimated Number of Respondents: 2,000.

    • Total Estimated Burden Time: 6,000 hours.

    We are soliciting public comments to permit the Department to:

    • Evaluate whether the proposed information collection is necessary for the proper functions of the Department.
    • Evaluate the accuracy of our estimate of the time and cost burden for this proposed collection, including the validity of the methodology and assumptions used.
    • Enhance the quality, utility, and clarity of the information to be collected.
    • Minimize the reporting burden on those who are to respond, including the use of automated collection techniques or other forms of information technology.

    Abstract of proposed collection: This collection will implement the Agreement Between the Government of the United States of America and the Government of France to Address Claims Related to Deportation During the Holocaust, signed on December 8, 2014. Upon final approval by the French government, the agreement will provide for the transfer of $60 million from France to the United States, to compensate eligible claimants for harms suffered as the result of deportation from France during the Holocaust by SNCF, the French national rail carrier. In exchange for a lump sum, which the Start Printed Page 37353United States would use to compensate eligible claimants, the United States would undertake a commitment to prevent the prosecution of deportation-related claims in U.S. courts by recognizing and protecting France's and SNCF's sovereign immunity for such claims.

    The 60-day Federal Register notice was published on April 22, 2015 (80 FR 22604). One individual submitted a comment, suggesting that the Department actively solicit responses through the U.S. Holocaust Memorial Museum email system. The Department believes that this is a good suggestion and will explore using that avenue to publicize this program.

    Methodology: The information will be collected on a form, the DS-7713, Statement of Claim, which can be submitted by mail or fax.
