    SUMMARY: This document amends Department of Veterans Affairs (VA) 
    regulations by removing the investigation provisions set forth at 38 
    CFR 1.450 through 1.455. These provisions are obsolete. The 
    investigation authorities under the Inspector General Act of 1978, as 
    amended (5 U.S.C. Appendix 3), have superseded these provisions.
    
    EFFECTIVE DATE: June 7, 1996.

    SUPPLEMENTARY INFORMATION: This final rule consists of nonsubstantive 
    changes and, therefore, is not subject to the notice comment and 
    effective date provisions of 5 U.S.C. 553.
        The Secretary hereby certifies that this final rule will not have a 
    significant economic impact on a substantial number of small entities 
    as they are defined in the Regulatory Flexibility Act, 5 U.S.C. 601-
    612. This final rule merely consists of nonsubstantive changes.
        There is no Catalog of Federal Domestic Assistance Number for the 
    programs affected by this regulation.
