    Approval of Revisions to the Knox County Portion of the Tennessee SIP 
    Regarding Volatile Organic Compounds (VOCs) and Process Particulate 
    Emissions
    
    AGENCY: Environmental Protection Agency (EPA).
    
    ACTION: Proposed rule.

    SUMMARY: EPA is proposing to approve revisions to section 19.2 and 
    section 46.2.A.34 of the Knox County portion of the Tennessee State 
    Implementation Plan (SIP) which were submitted to EPA through the 
    Tennessee Department of Air Pollution Control (TDAPC), on December 24, 
    1996 and June 18, 1997. Section 19.2 is revised to include terminology 
    which more clearly defines the subject matter of this section: process 
    particulate emissions. Section 46.2.A.34 is revised to incorporate by 
    reference the definition for volatile organic compounds (VOCs) 
    contained in 40 CFR part 51, subpart F.
        In the final rules section of this Federal Register, the EPA is 
    approving the Knox County portion of the Tennessee State Implementation 
    Plan (SIP) as a direct final rule without prior proposal because the 
    EPA views this as a noncontroversial revision amendment and anticipates 
    no adverse comments. A detailed rationale for the approval is set forth 
    in the direct final rule. If no adverse comments are received in 
    response to this proposed rule, no further activity is contemplated in 
    relation to this proposed rule. If EPA receives adverse comments, the 
    direct final rule will be withdrawn and all public comments received 
    will be addressed in a subsequent final rule based on this proposed 
    rule. The EPA will not institute a second comment period on this 
    document. Any parties interested in commenting on this document should 
    do so at this time.
