Proposed Collection; Comment Request Entitled Value Engineering
Requirements
AGENCIES: Department of Defense (DOD), General Services Administration
(GSA), and National Aeronautics and Space Administration (NASA).
ACTION: Notice of request for comments regarding an extension to an
extension to an existing OMB clearance (9000-0027).

SUMMARY: Under the provisions of the Paperwork Reduction Act of 1995
(44 U.S.C. Chapter 35), the Federal Acquisition Regulation (FAR)
Secretariat will be submitting to the Office of Management and Budget
(OMB) a request to review and approve an extension of a currently
approved information collection requirement concerning Value
Engineering Requirements. The clearance currently expires on September
30, 1998.
DATES: Comments may be submitted on or before August 10, 1998.

SUPPLEMENTARY INFORMATION:
A. Purpose
Value engineering is the technique by which contractors (1)
voluntarily suggest methods for performing more economically and share
in any resulting savings or (2) are required to establish a program to
identify and submit to the Government methods for performing more
economically. These recommendations are submitted to the Government as
value engineering change proposals (VECP's) and they must include
specific information. This information is needed to enable the
Government to evaluate the VECP and, if accepted, to arrange for an
equitable sharing plan.
B. Annual Reporting Burden
Public reporting burden for this collection of information is
estimated to average 30 hours per response, including the time for
reviewing instructions, searching existing data sources, gathering and
maintaining the data needed, and completing and reviewing the
collection of information.
The annual reporting burden is estimated as follows: Respondents,
400; responses per respondent, 4; total annual responses, 1,600;
preparation hours per response, 30; and total response burden hours,
48,000.
