Omnibus Budget Reconciliation Act of 1993; Delegations of 
Authority

    Notice is hereby given that I have delegated to the Assistant 
Secretary for Health with authority to redelegate, all the authorities 
vested in the Secretary of Health and Human Services under Section 1928 
of Title XIX of the Social Security Act as added by Section 13631 of 
the Omnibus Budget Reconciliation Act of 1993 (Public Law 103-66, as 
amended hereafter, excluding subsections 1928(a)(2)(B) and 
1928(c)(2)(C)(ii).
    The Secretary reserves the authority under Subsections 
1928(a)(2)(B) ``Special Rules Where Vaccine Is Unavailable''; and the 
authority to promulgate regulations and to submit reports to the 
Congress.
    In addition, Section 1928(c)(2)(C)(ii) is vested with the 
Administrator for the Health Care Financing Administration.
    This delegation is effective upon date of signature. It is to be 
carried out in cooperation with the Health Care Financing 
Administration. In addition, I hereby affirm and ratify any actions 
taken by you or your subordinates which involved the exercise of the 
authorities delegated herein prior to the effective date of the 
delegation.
