Withdrawal of Direct Final Rule for Approval and Promulgation of
Implementation Plans; California State Implementation Plan Revision,
Mojave Desert Air Quality Management District and Tehama County Air
Pollution Control District
AGENCY: Environmental Protection Agency (EPA).
ACTION: Withdrawal of direct final rule.

SUMMARY: Due to an adverse comment, EPA is withdrawing the direct final
rule for the approval of revisions to the California State
Implementation Plan. EPA published the direct final rule on May 13,
1999 (64 FR 25822), approving revisions to rules from the following air
pollution control districts: Mojave Desert Air Quality Management
District (SCAQMD) and Tehama County Air Pollution Control District
(TCAPCD). As stated in that Federal Register document, if adverse or
critical comments were received by June 14, 1999, the rule would not
take effect and notice of withdrawal would be published in the Federal
Register. EPA subsequently received adverse comments on that direct
final rule. EPA will address the comments received in a subsequent
final action in the near future. EPA will not institute a second
comment period on this action.
DATES: The direct final rule published at (64 FR 25822) is withdrawn as
of July 12, 1999.
