    k. Description of Request: The licensee requests Commission approval of the amendment application for the West Enfield Project in accordance with section IV of the Lower Penobscot River Multiparty Settlement Agreement (Agreement) filed with the Commission on June 25, 2004. Specifically, the licensee proposes to increase the impoundment level at the West Enfield Project by one foot, from 155.1 feet mean sea level (MSL) to 156.1 feet MSL by adding one foot of height to the existing flashboard system. Further, the licensee requests that articles 41 and 46 be amended to reflect provisions of the agreement and 4 new articles be added to the licensee to reflect various provisions of the agreement as they pertain to the West Enfield Project.
