AGENCY: Federal Communications Commission.
ACTION: Proposed rule.

SUMMARY: The Commission requests comments on a petition filed by Rick
Mills and Don Ashford proposing the allotment of Channel 248A at
Winthrop, Washington, as the community's first local aural transmission
service. Channel 248A can be allotted to Winthrop in compliance with
the Commission's minimum distance separation requirements with a site
restriction of 2.0 kilometers (1.2 miles) south. The coordinates for
Channel 248A at Winthrop are North Latitude 48-27-40 and West Longitude
120-10-36. Since Winthrop is located within 320 kilometers (200 miles)
of the U.S.-Canadian border, concurrence of the Canadian government has
been requested.
DATES: Comments must be filed on or before September 2, 1997, and reply
comments on or before September 17, 1997.
