Delegation of Authority Under Section 1406(b) of 
                the
                National Defense Authorization Act for Fiscal Year 1998

                Memorandum for the Secretary of Defense

                By the authority vested in me by the Constitution and 
                the laws of the United States of America, including 
                section 301 of title 3 of the United States Code, I 
                hereby delegate to the Secretary of Defense the 
                functions conferred upon the President by section 
                1406(b) of the National Defense Authorization Act for 
                Fiscal Year 1998 (Public Law 105-85).

                The authority delegated by this memorandum may be 
                redelegated not lower than the Under Secretary level.

                You are authorized and directed to publish this 
                memorandum in the Federal Register.
