Approval and Promulgation of Implementation Plan; Wisconsin;
Site-Specific Revision for General Electric Medical Systems
AGENCY: Environmental Protection Agency (EPA).
ACTION: Proposed rule.

SUMMARY: The Environmental Protection Agency proposes to approve a
site-specific volatile organic compound (VOC) reasonably available
control technology (RACT) state implementation plan (SIP) revision for
the General Electric Medical Systems (GEM) facility located at 4855
West Electric Avenue in Milwaukee, Wisconsin. This SIP revision was
submitted by the Wisconsin Department of Natural Resources (WDNR) on
March 15, 1996. This approval would make federally enforceable the
State's consent order establishing an alternate control system for
GEM's cold cleaning operation.
In the final rules section of this Federal Register, the EPA is
approving this action as a direct final without prior

proposal because EPA views this as a noncontroversial action and
anticipates no adverse comments. If no adverse comments are received in
response to that direct final rule, no further activity is contemplated
in relation to this proposed rule. If EPA receives adverse comments,
the direct final rule will be withdrawn and all public comments
received will be addressed in a subsequent final rule based on this
proposed rule. The EPA will not institute a second comment period on
this action. Any parties interested in commenting on this document
should do so at this time.
