    SUMMARY: The U.S. Park Service requests the transfer of Administrative 
    Jurisdiction of 442.25 acres of Federal mineral interest to the 
    National Park Service for management as part of the Florissant Fossil 
    Beds National Monument. This notice closes these mineral interests to 
    location and entry under the mining laws for up to two years. Since 
    this mineral interest is in lands already located within the Monument, 
    transfer to the Park Service would make the entire Monument subject to 
    Park Service management.
    
    DATES: Comments on this proposed withdrawal or requests for public 
    meeting must be received on or before October 16, 1996.

    SUPPLEMENTARY INFORMATION: On June 24, 1996, the Secretary of Interior 
    approved an application to close the Federal mineral interest and to 
    permanently transfer this interest to the Park Service in the following 
    described lands:
    
    Sixth Principal Meridian
    
    Florissant Fossil Beds National Monument
    
    T. 13 S., 70 W.,
        Sec. 18, Lot 2;
        Sec. 19, NW\1/4\NE\1/4\;
        Sec. 30, NE\1/4\, NE\1/4\SW\1/4\, and N\1/2\SE\1/4\.
    T. 13 S., R. 71 W.,
        Sec. 23, S\1/2\NE\1/4\.
    
        The areas described aggregate approximately 442.25 acres of 
    reserved mineral interest in Teller County.
    
        The purpose of this action is to transfer the Federal Mineral 
    interest to become a part of the Florissant Fossil Beds National 
    Monument.
        For a period of 90 days from the date of publication of this 
    notice, all parties who wish to submit comments, suggestions, or 
    objections in connection with this proposed action, or to request a 
    public meeting, may present their views in writing to the Colorado 
    State Director. If the authorized officer determines that a meeting 
    should be held, the meeting will be scheduled and conducted in 
    accordance with 43 CFR 2310.3-1(c)(2).
        This application will be processed in accordance with the 
    regulations set forth in 43 CFR Part 2310.
        For a period of two years from the date of publication in the 
    Federal Register, this land will be segregated from the mining laws as 
    specified above unless the application is denied or cancelled or the 
    transfer is approved prior to that date. During this period the Park 
    Service will continue to manage these lands.
