ACTION:
Monthly Notice of PFC Approvals and Disapprovals. In June 2000, there were six applications approved. This notice also includes information on one application, approved in April 2000, inadvertently left off the April 2000 notice. Additionally, 13 approved amendments to previously approved applications are listed.
SUMMARY:
The FAA publishes a monthly notice, as appropriate, of PFC approvals and disapprovals under the provisions of the Aviation Safety and Capacity Expansion Act of 1990 (Title IX of the Omnibus Budget Reconciliation Act of 1990) (Public Law 101-508) and Part 158 of the Federal Aviation Regulations (14 CFR Part 158). This notice is published pursuant to paragraph d of § 158.29.

Public Agency: Blair County Airport Authority, Martinsburg, Pennsylvania.
Application Number: 00-03-C-00-AOO.
Application Type: Impose and use a PFC.
PFC Level: $3.00.
Total PFC Revenue Approved in This Decision: $206,335.
Earliest Charge Effective Date: July 1, 2000.
Estimated Charge Expiration Date: November 1, 2002.
Class of Air Carriers Not Required To Collect PFC's: Air taxis/commercial operators.
Determination: Approved. Based on information contained in the public agency's application, the FAA has determined that the proposed class accounts for less than 1 percent of the total annual enplanements at Altoona-Blair County Airport.

Determination: Partially approved. The approved amount was reduced from that requested due to funding provided by an Airport Improvement Program (AIP) grant.
Brief Description of Project Partially Approved for Collection at SJU and Use at San Antonio Rivera Rodriguez Airport: Runway obstruction removal, threshold relocation, and associated taxiway work.
Determination: Partially approved. The approved amount was reduced from that requested due to funding provided by an AIP grant.

Install airport signage.
Acquire jaws of life and safety equipment.

Brief Description of Project Disapproved for Collection and Use: Relocate State Route 758 to recover full extended runway safety area to runway 21 (design only).
Determination: Disapproved. Two parcels of land must be acquired by the public agency in order to successfully accomplish the relocation of the highway. One of the necessary parcels included a life-estate clause in the purchase agreement. Therefore, the FAA has no reasonable expectation that the public agency will be able to acquire the parcel and, thus, begin the road relocation within the 2-year timeframe required by § 158.33(a)(1) and has disapproved the project.
