Emergency Alert System
AGENCY: Federal Communications Commission
ACTION: Notice.

SUMMARY: In accordance with the GSA final Rule on Federal Advisory
Committee Management, the Federal Communications Commission (FCC)
announces the amending and renewing of the advisory committee charter
for the Emergency Broadcast System Advisory Committee. This amendment
restructures this committee to reflect changes resulting from the new
Emergency Alert System (EAS), and changes the name of the committee to
the National Advisory Committee (NAC). The Advisory Committee is also
renewed for a term that runs from July 25, 1996 to July 25, 1998. At
the same time, the FCC terminates the National Business and Industry
Advisory Council.

SUPPLEMENTAL INFORMATION: The purpose of the NAC is to assist the FCC
in overseeing the new Emergency Alert System (EAS). The EAS recently
replaced the Emergency Broadcast System as a means of alerting the
public about emergencies. The primary mission of the NAC is to advise
the Commission on all matters concerning the EAS and its
implementation, including emergency alerting policies, technologies,
plans, regulations, and procedures at the national, state, and local
levels. The NAC also recommends and develops training and education
regarding the EAS, and coordinates with state and local officials to
assist in maintaining effective emergency alerting programs. The NAC is
necessary and in the public interest because of the close coordination
and exchange of information that is needed between the Federal
Government, industry and state and local governments in implementing
and operating the new EAS. The NAC's membership consists of volunteer
government and industry personnel selected by the Commission. Members
include representatives from broadcasting, cable, satellite, MMDS,
other technologies, government agencies involved in emergency
communications, State Emergency Communications Committees (SECC), and
special audiences such as the hearing impaired. Officers of the NAC are
elected for two year terms and consist of a President, and Subcommittee
Chairs.
