ACTION:
Notice of limitation on claims for judicial review of actions by the California Department of Transportation (Caltrans).
SUMMARY:
The FHWA, on behalf of Caltrans, is issuing this notice to announce actions taken by Caltrans, that are final. The actions relate to a proposed highway project, foundation/substructure retrofit of three bridges on Interstate 405 at the San Gabriel River in the City of Long Beach, County of Los Angeles, State of California. Those actions grant licenses, permits, and approvals for the project.

By this notice, the FHWA, on behalf of Caltrans, is advising the public of final agency actions subject to 23 U.S.C. 139 (l)(1). A claim seeking judicial review of the Federal agency actions on the highway project will be barred unless the claim is filed on or before November 30, 2020. If the Federal lay that authorizes judicial review of a claim provides a time period of less than 150 days for filing such a claim, then that short time period applies.

Effective July 1, 2007, the FHWA assigned, and Caltrans assumed, environmental responsibilities for this project pursuant to 23 U.S.C. 327. Notice is hereby given that Caltrans has taken final agency actions subject to 23 U.S.C. 139 (l)(1) by issuing licenses, permits, and approvals for the following highway project in the State of California: Caltrans proposes a bridge scour maintenance project at the Interstate 405 (I-405)/Interstate 605 (I-605) interchange—a complex of three (3) bridges that traverse the San Gabriel River, in the City of Long Beach, and at the Los Angeles County/Orange County line, in California. The proposed improvements include a retrofit of the bridge substructure foundation through construction of pier footing extensions at Pier 3 and Pier 4 at each bridge, reinforcement of new footing extensions through placement of new Cast-In-Drilled-Hole (CIDH) piles, and armoring of substructure retrofit through placement of rip-rap/rock protection around each pier. The actions by the Federal agencies, and the laws under Start Printed Page 39970which such actions were taken, are described in the Final Environmental Assessment (FEA)/Finding of No Significant impact (FONSI) for the project, issued on June 17, 2020, and in other documents in Caltrans' project records.
