    New England Power Pool; Notice of Filing
    
    July 14, 1998.
        Take notice that on July 10, 1998, the New England Power Pool 
    Executive Committee filed for acceptance a signature page to the New 
    England Power Pool (NEPOOL) Agreement dated September 1, 1971, as 
    amended, signed by USGen New England, Inc., (USGenNE). The NEPOOL 
    Agreement has been designated NEPOOL FPC No. 2.
        The Executive Committee states that the Commission's acceptance of 
    USGenNE's signature page would permit NEPOOL to expand its membership 
    to include USGenNE. NEPOOL further states that the filed signature page 
    does not change the NEPOOL Agreement in any manner, other than to make 
    USGenNE's participation in NEPOOL. NEPOOL requests an effective date 
    for the commencement of USGenNE's participation in NEPOOL as of the 
    date of USGenNE's acquisition of the generating assets currently owned 
    by New England Power Company, which is anticipated to occur August 1, 
    1998 at the earliest.
        Any person desiring to be heard or to protest said filing should 
    file a motion to intervene or protest with the Federal Energy 
    Regulatory Commission, 888 First Street, N.E., Washington, D.C. 20426, 
    in accordance with Rules 211 and 214 of the Commission's Rules of 
    Practice and Procedure (18 CFR 385.211 and 18 CFR 385.214). All such 
    motions and protests should be filed on or before July 24, 1998. 
    Protests will be considered by the Commission to determine the 
    appropriate action to be taken, but will not serve to make protestants 
    parties to the proceedings. Any person wishing to become a party must 
    file a motion to intervene. Copies of this filing are on file with the 
    Commission and are available for public inspection.
