    AGENCY: Federal Communications Commission.
    
    ACTION: Proposed rule.

    SUMMARY: The Commission requests comments on a petition filed by Skip 
    Marrow proposing the allotment of Channel 271A at Elma, Washington, as 
    that community's first local aural transmission service. Channel 271A 
    can be allotted to Elma in compliance with the Commission's minimum 
    distance separation requirements without the imposition of a site 
    restriction at the petitioner's requested site. The coordinates for 
    Channel 271A at Elma are North Latitude 47-00-13 and West Longitude 
    123-24-27. Since Elma located within 320 kilometers (200 miles) of the 
    U.S.-Canadian border, concurrence of the Canadian government has been 
    requested.

        Provisions of the Regulatory Flexibility Act of 1980 do not apply
