Public Water System Supervision Program; Program Revision for the
Territory of Guam
AGENCY: U.S. Environmental Protection Agency (EPA).
ACTION: Notice of decision and opportunity for hearing.

SUMMARY: Notice is hereby given that the Territory of Guam (Guam) is
revising its approved Public Water System Supervision Program. Guam has
adopted (1) Drinking water regulations for eight volatile organic
chemicals that correspond to the National Primary Drinking Water
Regulations promulgated by EPA on July 8, 1987 (52 FR 25690) and
corrected on July 1, 1988 (53 FR 25108); (2) public notice regulations
that correspond to the revised EPA public notice requirements
promulgated on October 28, 1987 (52 FR 41534); (3) a revised drinking
water regulation for total coliform bacteria which corresponds to the
National Primary Drinking Water Regulations promulgated by EPA on June
29, 1989 (54 FR 27544); and (4) a drinking water regulation which
requires filtration and disinfection of surface water systems and of
ground water systems influenced by surface water which corresponds to
the National Primary Drinking Water Regulations promulgated by EPA on
June 29, 1989 (54 FR 27486). EPA has determined that these four sets of
state program revisions are no less stringent than the corresponding
federal regulations. Therefore, EPA has tentatively decided to approve
these state program revisions. Furthermore, EPA hereby ratifies all
state filtration determinations that were made pursuant to the rule by
the Territory of Guam prior to this notice.
All interested parties are invited to request a public hearing. A
request for a public hearing must be submitted by August 25, 1994, to
the Regional Administrator at the address shown below. Insubstantial
requests for a hearing may be denied by the Regional Administrator. If
no timely and appropriate request for a hearing is received and the
Regional Administrator does not elect to hold a hearing on his/her own
motion, this determination shall become effective August 25, 1994.
Any request for a public hearing shall include the following: (1)
The name, address, and telephone number of the individual,
organization, or other entity requesting a hearing; (2) a brief
statement of the requesting person's interest in the Regional
Administrator's determination and of information that the requesting
person intends to submit at such hearing; and (3) the signature of the
individual making the request, or, if the request is made on behalf of
an organization or other entity, the signature of a responsible
official of the organization or other entity.
