    SUMMARY:

    Notice is hereby given that Dr. Kathryn A. Ono, Associate Professor, Department of Biological Sciences, University of New England, 11 Hills Beach Road, Biddeford, ME, 04005, has requested an amendment to scientific research Permit No. 699-1720-01.

    SUPPLEMENTARY INFORMATION:

    The subject amendment to Permit No. 699-1720-01, issued on July 23, 2003 (68 FR 59163) is requested under the authority of the Marine Mammal Protection Act of 1972, as amended (16 U.S.C. 1361 et seq.), and the Regulations Governing the Taking and Importing of Marine Mammals (50 CFR part 216).

    Permit No. 699-1720-01 authorizes the permit holder to take harbor seals (Phoca vitulina concolor) annually by capture, physical restraint, morphometric measurements, placement of flipper tags, blood sampling, fecal sampling, skin biopsy, attachment of satellite tags, incidental harassment, and accidental mortality. Incidental harassment and accidental capture of small numbers of gray seals Start Printed Page 43131(Halichoerus grypus), harp seals (Phoca groenlandica), and hooded seals (Cystophora cristata) are also authorized.

    The permit holder now requests authorization to extend the sampling location authorized under Permit No. 699-1720-01 from the coast of Maine through to the Massachusetts/Rhode Island border.

    In compliance with the National Environmental Policy Act of 1969 (42 U.S.C. 4321 et seq.), an initial determination has been made that the activity proposed is categorically excluded from the requirement to prepare an environmental assessment or environmental impact statement.

    Concurrent with the publication of this notice in the Federal Register, NMFS is forwarding copies of this application to the Marine Mammal Commission and its Committee of Scientific Advisors.
