Dear Commissioner: This directive amends, but does not cancel, the directive issued to you on September 13, 1999, by the Chairman, Committee for the Implementation of Textile Agreements. That directive concerns imports of certain cotton, wool and man-made fiber textile products, produced or manufactured in the Dominican Republic and exported during the twelve-month period which began on January 1, 2000 and extends through December 31, 2000.
Effective on July 31, 2000, you are directed to adjust the current limits for the following categories, as provided for under the Uruguay Round Agreement on Textiles and Clothing:
Category Adjusted twelve-month limit 1 433 24,007 dozen. 442 81,400 dozen. 1 The limits have not been adjusted to account for any imports exported after December 31, 1999. Also effective on July 31, 2000, you are directed to increase the Guaranteed Access Levels for the categories listed below for the period beginning on January 1, 2000 and extending through December 31, 2000.
Category Guaranteed access level 339/639 4,150,000 dozen. 347/348/647/648 9,050,000 dozen. 433 81,000 dozen. The Committee for the Implementation of Textile Agreements has determined that these actions fall within the foreign affairs exception of the rulemaking provisions of 5 U.S.C. 553(a)(1).
