Approval and Promulgation of State Plans for Designated
Facilities and Pollutants; Colorado; Control of Landfill Gas Emissions
From Existing Municipal Solid Waste Landfills
AGENCY: Environmental Protection Agency (EPA).
ACTION: Proposed rule.

SUMMARY: The EPA is proposing to approve the Colorado plan and
associated regulations for implementing the Municipal Solid Waste (MSW)
Landfill Emission Guidelines at 40 CFR part 60, subpart Cc, which were
required pursuant to section 111(d) of the Clean Air Act (Act). The
State's plan, which was submitted to EPA on April 13, 1998, establishes
performance standards for existing MSW landfills and provides for the
implementation and enforcement of those standards.
In the Final Rules section of this Federal Register, the EPA is
approving the State's submittal in a direct final rule without prior
proposal because the Agency views this as a noncontroversial action and
anticipates no adverse comments. A detailed rationale for the approval
is set forth in the direct final rule. If no adverse comments are
received in response to the direct final rule, no further activity is
contemplated. If EPA receives adverse comments, the direct final rule
will be withdrawn and all public comments received will be addressed in
a subsequent final rule based on this proposed rule. EPA will not
institute a second comment period. Any parties interested in commenting
should do so at this time.

1998.
