    DEPARTMENT OF LABOR
    [TA-W-31, 936]

Boise Cascade Corporation, Vancouver, WA; Notice of Affirmative
    Determination Regarding Application for Reconsideration

By letter of June 13, 1996, the petitioners, Paper manufacturers of
Local Union 293, Association of Western Pulp and Paper Workers,
requested administrative reconsideration of the Department of Labor's
Notice of Negative Determination Regarding Eligibility to Apply for
Transitional Adjustment Assistance under the trade act of 1974. The
denial notice was signed on April 19, 1996, and published in the
    Federal Register on May 16, 1996 (61 FR 24814).
The petitioner presents evidence that the Department's analysis of
U.S. imports of pulp, and all paper products produced at the subject
    firm, was incomplete.

    Conclusion

After careful review of the application, I conclude that the claim
is of sufficient weight to justify reconsideration of the Department of
Labor's prior decision. The application is, therefore, granted.

Signed at Washington, D.C., this 17th day of June 1996.
    Russell T. Kile,
Acting Program Manager, Policy and Reemployment Services, Office of
    Trade Adjustment Assistance.
