Needs and Uses: Section 95.833 requires that each IVDS licensee
file a progress report at the conclusion of each benchmark period to
inform the Commission of the construction status of the system. The
data is used by the Commission staff to determine whether the licensee
is entitled to their authorization to operate. From this data, the
Commission is able to confirm that service has been made available to
at least 50 percent of the population, or land area within 5 years of
the grant of the license. The Commission rules were recently revised to
eliminate the requirement for submission of progress reports at the
conclussion of the one year benchmark. Submissions are now required
only at the conclusion of the three and five year benchmark periods.
