AGENCY: Federal Communications Commission.
ACTION: Proposed rule.

SUMMARY: The Commission requests comments on a petition for rule making
filed on behalf of Duncan Community Radio proposing the allotment of FM
Channel 264A to Duncan, Arizona, as that community's first local aural
broadcast service. Coordinates for Channel 264A are 32-43-12 and 109-
06-12. Duncan is located within 320 kilometers (199 miles) of the
United States-Mexico border, and therefore, the Commission must obtain
concurrence of the Mexican government to this proposal.
DATES: Comments must be filed on or before August 19, 1994, and reply
comments on or before September 3, 1994.

Provisions of the Regulatory Flexibility Act of 1980 do not apply
