Morgantown Energy Technology Center Financial Assistance Award
AGENCY: U.S. Department of Energy (DOE), Morgantown Energy Technology
Center.
ACTION: Notice of Noncompetitive Financial Assistance Action, Award of
Cooperative Agreement.

SUMMARY: Based upon a determination made pursuant to 10 CFR
600.6(c)(2), the DOE, Morgantown Energy Technology Center (METC) gives
notice of its plans to award a cooperative agreement to The South
Carolina Energy Research & Development Center at the Clemson
University, Clemson, South Carolina 29634-5180, in the amount of
approximately $2,400,000, of which $400,000 will be funded by DOE in
the first budget period. The total project period will be for an
estimated three (3) years.

SUPPLEMENTARY INFORMATION: The purpose of the agreement is to provide

financial assistance to the South Carolina Energy R&D Center for
conducting the activities of the Waste Technology Center (WTC) which
will facilitate the demonstrations of municipal solid waste disposal
technologies at the U.S. Department of Energy Savannah River Site
Subtitle D landfill near Aiken, South Carolina. The WTC will focus on
technologies that produce value-added products cleanly, safely and
economically, while reducing the volume of municipal solid wastes
processed in landfills. The WTC will be co-located with the Savannah
River Site Subtitle D landfill. By providing financial support, DOE
expects to better satisfy the municipal solid wastes disposal needs of
the DOE Savannah River Site, encourage development of technologies
which will produce value-added products and reduce the volume of
municipal solid wastes processed in landfills. The South Carolina
Energy R&D Center is uniquely positioned to perform this activity due
to its ongoing activities with municipal solid waste reduction,
recycling, and energy production, and because of its established
relationship with the entities participating in the establishment of
the Savannah River Site Subtitle D landfill. The criterion in 10 CFR
600.6(c)(2), permits award of this noncompetitive action because the
activities are being conducted by the applicant using its own resources
and resources provided by third parties; and, DOE support will enhance
the public benefits and DOE knows of no other entity which is
conducting or planning to conduct such activities.
