AGENCY: Federal Communications Commission.
ACTION: Proposed rule.

SUMMARY: The Commission requests comments on a petition filed by Terry
A. Cowan seeking the allotment of Channel 284C1 to Klamath Falls,
Oregon, as the community's fourth local FM service. Channel 284C1 can
be allotted to Klamath Falls in compliance with the Commission's
minimum distance separation requirements without the imposition of a
site restriction, at coordinates 42-12-56 North Latitude and 121-47-56
West Longitude.
DATES: Comments must be filed on or before September 19, 1994, and
reply comments on or before October 4, 1994.

Notice of Proposed Rule Making, MM Docket No. 94-86, adopted July 18,

Provisions of the Regulatory Flexibility Act of 1980 do not apply
to this proceeding.
