    SUMMARY: The Commission requests comments on a petition filed by 
    Hildalgo County Broadcasters to allot Channel 279C3 to Lordsburg, NM, 
    as the community's second local FM service. Channel 279C3 can be 
    allotted to Lordsburg in compliance with the Commission's minimum 
    distance separation requirements without the imposition of a site 
    restriction, at coordinates 32-20-48; 108-42-36. Mexican concurrence in 
    the allotment is required since Lordsburg is located within 320 
    kilometers (199 miles) of the U.S.-Mexican border.

        Provisions of the Regulatory Flexibility Act of 1980 do not apply
