    Abstract: Respondents submit information necessary for MMS to determine 
    which tracts will be leased, to identify areas for environmental study 
    and further consideration for leasing, and to determine if the 
    applicant or bidder for an Outer Continental Shelf (OCS) lease is 
    qualified to hold such a lease.
