        Title: Alcohol Misuse Prevention Program.
        OMB Number: 2137-0587.
        Expiration Date of Approval: 2/28/00.
Type of Request: Extension of an existing information collection.
Abstract: Alcohol misuse has been identified by the Federal
Government as a significant danger to safety in the United States today
and it is reasonable to assume that the problem exists in the pipeline
industry. The potential harmful effect of alcohol misuse on safe
pipeline operations warrants the comprehensive alcohol misuse testing
regulation imposed on the pipeline industry. These rules (49 CFR 199)
require information collection in the form of an alcohol misuse
    prevention plan and record keeping.
        Respondents: Pipeline Operators.
Estimate of Burden: 6 hours per operator.
Estimated Number of Responses per Respondent: 1.
        Estimated Total Burden: 10,278 hours.
        Estimated Number of Respondents: 1,713.
All responses to this notice will be summarized and included in the
request for OMB approval. All comments will also be a matter of public
    record.

Issued in Washington, DC on August 7, 1996.
    Cesar DeLeon,
Deputy Associate Administrator for Pipeline Safety.
