Section 14 of Pub. L. 93-577, Federal Nonnuclear Energy Research
and Development Act of 1974, requires NIST to evaluate all energy-
related inventions submitted by small businesses and individual

Energy. The information collected is used to assist in the evaluation
of the inventions submitted to the program and to communicate with the
    inventors.
